信息时代的悄然莅临，以网络、电子设备、GPS 终端设备等为代表的信息技术全面推动了基于位置的服务。由于基础地理信息是保密的，制约了地理信息的社会化应用。 地图作为地球空间信息的图像，是研究地理信息的工具。在计算机技术与信息科学技术 快速发展的今天，数字地图已成为地理信息表达和为用户提供服务的一个主要方式。因 此，制作协调、美观、满足出版要求、符合国家基础地理信息系统建设标准的社会公众 版地图是促进基础地理信息的社会化应用的有效途径。本文主要是依据国家测绘局提出的以经济社会发展需求为导向，大力推动基础测绘 成果应用，拓宽测绘应用服务领域，加大地图公共产品开发力度，提高基础测绘公共服 务能力的要求，研究通过技术途径设计并编制社会公众版地图，以满足社会化应用的迫 切需求。论文首先介绍了国内外基础地理信息的管理模式，提出了我国应在保障国家安全的 大前提下，最大程度地满足地理信息社会化应用需求，以促进社会经济的建设以及地图 制图技术的发展和论文的研究内容；再介绍了社会公众版地图的概念、特征和要求；然 后从符号设计和版式设计两方面对社会公众版地图进行了研究；随后介绍了社会公众版 地图的制作思路，最后初步研究了社会公众版地图的网上发布技术。为社会公众版地图 制作总结理论与实践经验，解决涉密测绘成果的公众使用，促进地理信息产业的深入普 及发展。关键词：基础地理信息、保密、社会公众版地图、设计、编制AbstractWith the age of information coming, the information of technology such as web, electronic equipment, GPS terminal unit improves the service based location. Because of the secret of the basic geographic information, the social application of geographic information is limited. As a geo-spatial information of image, map is the tool of research the geographic information. Today, the computer technology and information science and technology development rapidly, digital maps have become the expression of geographic information and services to provide users with one of the main ways. Therefore, production coordination, appearance, to meet the published requirements, in line with the national basic geographic information system standards of the public version of the map is an effective way of social application to promote the basis geographic information.This paper is based on the State Bureau of Surveying and Mapping puts forward the demand for economic and social development-oriented, to vigorously promote the application of the basis of mapping results and broaden the field of surveying and mapping applications, and increase efforts to map the development of public goods, improve the capacity of the basis of mapping the requirements of public service, research design through technical means and the preparation of the public version of the map applications to meet pressing
