摘要摘要摘要安阳市水冶镇是该地区重要的税收来源，钢铁产业是该慎的支柱产业。近年来由于环境问题和产业政策的影响，企业状况和产业经济发展出现一些不可忽视的问题。本文以该地区产业的发展为研究对象，运用产业集聚理论和产业发展理论分析政府在产业集聚过程中的积极作用，以及该地区钢铁产业发展中存在的问题，采用文献研究、实例调查、阁表分析、数据分析等研究方法围绕这些问题突出相应的对策。政府在该地区产业集聚发展中发挥着重要的作用。政府为产业集聚的发展提供服务、政策、基础设施等，为产业集聚的发展创造良好的市场秩序，推动产业经济树立区域品牌，支持研发促进产业集聚的升级。本文从水冶镇的基本情况入手分析该地区钢铁产业的发展历程，以及产业集聚形成的原因，和对该镇经济和社会的带动作用。该地区钢铁产业发展面临的主费问题有以下四个方面，人才需求问题亟待解决，第三产业发展相对滞后，同类产业小企业发展困难，产业经济发展地方保护犹存。通过对以上四个问题进行原因分析，本文提出四点针对性的建议，针对人才问题，主张企业内外联动进行招揽，内部建立良好的人才发展环境，外部把握一二线城市高房价引起的人才回流的机遇:发展第三产业以服务业为重点，尽量改变其过度滞后的状态:小企业也是该镇经济的组成部分，政府要站在服务和引导的立场和企业一间推动该部分经济的发展。解决地方保护问题要打破行政区域的划分，从产业和经济发展出发，合理分工、优势互补、共间发展。关键词 z 产业集聚钢铁产业问题对策AbstractAbstractAbstractShuiye township of Anyangωunty is an important source of revenue the county.
