摘要近年来，随着全球经济一体化、信息全球化、知识经济时代的到来，传媒大战 愈演愈烈。新闻媒体之间的竞争，表面上看是在争受众、争市场，实质是以新闻人 才为支撑的媒体综合实力的较量。激烈的行业竞争使越来越多媒体认识到人才的重 要性。但是，与媒体在新创时期对人才资源的求贤若渴相比，大多数老媒体或步入 稳定期的“新”媒体在对待现有人员的培养和使用上却疏于管理。就我国报业媒体而 言，新旧体制的转型、媒介市场身份的模糊以及上级主管部门的政策都在限制着报 业媒体大刀阔斧地进行人力资源管理机制创新。中国纸质媒体一方面在内挤外压的 局势中努力转变角色，以企业行为介入市场竞争；另一方面，由于内部机制改革特 别是人事改革的没有及时到位，使得媒体改革后继乏力。人才是报业的核心竞争力。 但是，仅有这种认识是不够的，报业人才的开发、培养、使用，还需要建立起一套 合理、科学、行之有效的制度和机制。论文以搜集到的对报业人力资源问题研究的大量著作、论文资料为基础，并对 长江日报社、广州医药经济报社等媒体进行了调研，通过与人力资源管理部门的接 触与报社有关负责人的访谈，对人力资源管理有了比较切实的了解。本文使用定量 与定性相结合的研究方法，旨在通过系统的研究，为报业提供解决人力资源问题的 有效对策。论文结构如下：第一部分：绪论。对现代人力资源管理理论的内涵进行了简要阐释，并简单分析了其优劣。第二部分：报业人力资源管理的内涵及其重要性。概括描述了报业人力资源管 理的内容，突出人力资源在现代报业竞争中的重要地位。第三部分：当今报业人力资源管理面临的新形势。强调市场经济环境、互联网技术的发展以及入世带给报业人力资源管理新的课题。第四部分：报业人力资源管理现状及管理中存在的问题。这是文章的重点部分， 对报业人力资源管理中存在的思想观念、知识结构、管理机制等问题进行了深入剖析。第五部分：改革报业人力资源管理机制的对策研究。这是文章的核心，从系统 的战略角度，对报社选人、用人、分配、考核、培训等方面提出了切实可行的管理 措施。第六部分：对全文进行了简单的总结。关键词：报业人力资源管理问题对策ABSTRACTIn recent years，along with integral economy in world，spreading information in world and knowledge—based economy coming，the competition between news media is more and more furious．Ostensibly they contest readers and the market，actually the competition is a synthetical strength bout based on the news person with ability whichsustains media．The drastic professional competition makes more and more media knowthe importance ofperson with ability．But comparatively with the media at new created period，old media ofmajority or“new’’media on steady period treat the news talented persons less emphasizely at the usage and the management．In regard to our countrynewspapering，the transformation ofnew and old system，medium market body offaintness，and the policy for upper grade supervisor section all restrict media to create human resource management’S mechanism．On one hand the media is to change the role hardly,and get involved the market competition by the business enterprise behavior：onthe other hand，intemal mechanism reform especially personnel reform without on timearrival，which makes the media reform
