成都中医药大学药学院 成都中医药大学药学院 中文摘要 目的：麻黄碱具有极好的药理作用，其制剂是人们常用的药物之一，它同时又是 甲基苯丙胺（俗称“冰毒”）的主要前体原料。2009 年四川宜宾的“4·08”特大制毒 案是迄今全国破获涉及范围最广、抓获犯罪嫌疑人最多、缴获数量最大的一起涉 及含麻黄碱复方制剂的制毒物品案，麻黄碱及其制剂的监管工作又一次成为社会 关注的焦点。麻黄碱及其制剂有其特殊性，本文旨在分析其特点和影响因素，为 完善我国现有麻黄碱及其制剂的监管方法提出建议，借鉴特殊药品管理经验，构 建新形势下我国麻黄碱及其制剂的监管模式。 方法：通过大量文献查阅和借鉴国外先进的特殊药品监管模式和体系，侧重于对 四川省食品药品监督管理局、部分药品经营企业、医疗机构进行调查研究，深入 了解目前麻黄碱及其制剂监管中存在的问题，分析影响麻黄碱及其制剂生产、经 营、使用和管理的因素，建立麻黄碱及其制剂在线监控制度，从生产、流通、使 用等过程，探讨如何防止麻黄碱及其制剂流入非法渠道，以确保麻黄碱及其制剂 的合法使用，以利于人民的身心健康和社会稳定。 结论：通过对以上内容的分析和研究，进一步说明了我国目前麻黄碱及其制剂在 监管过程中问题的严重性和监督管理任务的艰巨性。要保证人民群众的合法用 药，避免麻黄碱及其制剂非法生产、经营和使用，必须加快麻黄碱及其制剂的监 管模式建设，构建以药品管理部门、药品生产企业、经营企业和医疗机构等为主 体的麻黄碱及其制剂的监管模式。使我国的麻黄碱及其制剂在使用中科学合理地 应用，在生产、经营中健康地可持续发展，更好地为人类健康和经济发展服务。 关键词：麻黄碱及其制剂 冰毒危害 监管现状 影响因素 构建模式 Abstract OBJECTIVE:Ephedrine has an excellent pharmacological effects,the preparation is one of the drugs commonly used in people. It is also a major methamphetamine precursor materials. 4 ? 08 large drug trafficking of Sichuan Yibin in 2009 is the most extensive national case , most captured suspects, the largest quantity of compound prescription preparation including ephedrine seized.Ephedrine and its preparations has become the focus of attention.Ephedrine and its preparation has its particularity, this paper want to analyze its characteristics and influencing factors, make recommendations for the improvement of our current supervision approach of ephedrine and its preparation.Drawing special medicine management experience, build suvpervision approach of ephedrine and its preparation in the new situation .
