AbstractWiththeaccelerationoftheurbanizationprocessinChina,thedevelopmentofnewtownsandnewdistrictshasenteredacomprehensiveconstructionperiod.ShenzhenQianhaidistrict,anewareawasreclaimedfromthesea,whichconstructionhascausedgreatattentiontogovernmentdepartmentsandthecommunitysstrongconcernnotonlybecausethateconomicimportantresponsibilityonthePearlRiverdeltaregionalbutalsoforthespecialroleinInstitutionalmechanisminnovation.ThenewinvitationofconceptschemesfortheQianhaidistricthasrecruitedallovertheworldandthegovernmentprovided5billionRMBforthebestoneasareward.Andatlast,theonenamed“Qianhaiwatercity”whichisfeaturedbythewatergallerywonthecompetition.Theurbanconstructionisadynamicprocess,whiletheurbandesignisalwaysastaticprocessshowedbypaper-madeblueprint.Intheconcreteconstructionprocess,howtoarrangeprojectconstructionsequencetotheimplementationoftheurbandesignresult,isthekeyissuestorealizethegoalandarealwaystheignoranceforurbandesigner.Urbanoperationtheoryhasrevealedthatlandcanbemanagedasspecialmerchandiseandwillgetcompletelydifferentnumbersofincomeaccordingtothedifferenttimeitwastransferred.Thenewcityconstructionwillneedalotofmoneyininfrastructureconstruction.Itshouldensuregoodshapespaceaswellasgettingthebiggestrevenuefromthelandtransferringprogress,inwhichwaycanofferbetterconditionsfornewconstruction.Anditisalsothekeyconcernofgovernment.Combinewiththepresentwaywedotodeterminethetimesequenceofconstruction,themethodcanbedividedintotwoparts:functionallybasedandindexbasedsystem.Basedontheunderstandingofthesetwomethods,IpropoundmyownmethodsoftimesequenceforQianhaidistrict.Therearethreesteps:firstchoosethepoint,secondweighthegrowth,thenmakesuretheconstructionsequence,whicharefundamentalbyCatalysttheory,Growthpolenucleartheoryandurbanoperationtheory.BasedonCatalysttheory,thespecificresearchprocessisfindinganewkeyprogramwhichcanformcatalysteffecttodrivethesurroundings.Theseprogramsprivilegethegovernmentwhilebalancingmarketpowerasamajorpriority.However,thechosencatalystsarediffer
