上海老年人社会福利社会化的现状及动力机制研究 摘 要 作为我国第一个进入人口老龄化的地区，上海早在上世纪 80 年代就开始了老 年人社会福利社会化的探索。近 30 年过去了，其实施情况如何，发展过程中存在 哪些问题，如何才能实现更进一步的发展？这些问题的解决不仅对于上海如何面 对日益严峻的老龄化形势具有重要影响，而且对于全国其它地区也将具有重要的 借鉴意义。 本文以社会系统论、福利多元主义及新合作主义理论为基础，综合运用定性 分析和定量研究相结合的方法，对上海老年人社会福利社会化的政策安排及现有 水平进行了综合评价，并在此基础研究了老年人社会福利社会化的动力机制。论 文共分 7 个部分。第一章是绪论，主要介绍研究的背景、意义、目前学界研究成 果及本文的主要内容和研究方法。第二章介绍老年人社会福利社会化相关理论。 第三章和第四章是对上海老年人社会福利社会化的现状分析。第三章主要从公共 政策的视角对上海老年人社会福利社会化的基础条件、推进的思路及政策框架进 行分析。第四章则是对上海老年人社会福利社会化进程的综合评价。这种评价主 要包括两个方面：首先是从整体上对老年人社会福利社会化进程进行定性分析； 其次，通过构建老年人社会福利社会化评价指标体系，采用模糊综合评价法进行 定量评价。第五章是对上海老年人社会福利社会化动力机制进行分析，认为上海 老年人社会福利社会化动力机制架构已基本形成，但仍然需要进一步优化。第六 章是在第五章动力机制分析的基础上，提出进一步推进上海老年人社会福利社会 化进程的政策建议。第七章是总结与展望。重点对老年人社会福利社会化的未来 发展进行了思考。 本文主要做了以下两方面具有创新意义的研究。首先，从投资主体多元化等 5 个方面构建了老年人社会福利社会化评价指标体系。得出要实现老年人社会福利 社会化的快速发展，必须重点推动投资主体多元化，尤其是社会组织的参与，这 对于政府制定进一步推动老年人社会福利社会化的政策，推动老年人社会福利由 I II II “选择制”走向“普惠制”将具有一定的参考价值。其次，将社会系统论思想应 用于老年人社会福利社会化动力机制研究。指出老年人社会福利社会化是一个复 杂的系统，要实现老年人社会福利社会化的进一步发展，就必须构建起完善的利 益协调机制、政策导向机制、竞争机制及监督评估机制。 关键词：老年人社会福利，社会化，动力机制，上海 PAGE PAGE IV STUDY ON THE STATUS AND DYNAMIC MECHANISM OF SHANGHAI ELDERLY SOCIAL WELFARE SOCIALIZATION ABSTRACT Shanghai is the first area into the aging society in our country.
