摘要中国民办高等教育经过三十多年的发展,已经成为高等教育体系的一个重要组成部分。四川省作为我国的人口大省,其民办教育也获得了长足的发展。随着我国普通民办高校新的发展阶段—民办教育发展转型期的到来,四川省民办高等教育也经历着从数量扩张转向注重内涵建设,从不规范管理转向法人治理阶段的转变。民办高等教育发展到转型期,国家的政策及其执行会对本国民办高等教育产生重要影响。长期以来,我国民办高等教育政策落后于实践,且操作性差。要解决这些问题,仅靠民办高校自身的努力是不够的,国家必须从宏观层面对现有政策进行调整。本文根据四川省民办高校发展的实际情况,从政策导向以及政策失真两个政策研究视角分析现行教育政策存在的问题。主要内容包括以下几个方面:首先,本文概述了四川省民办高校的发展历程;其次,分析了四川省民办高校主要教育政策实施现状;然后,本文重点从政策导向及政策失真两个视角对四川民办高校主要政策进行分析;在最后的结论部分,本文提出了四川省民办高校教育政策优化的指导思想和原则,并且,根据文中分析的政策导向和政策失真两个研究角度,提出了相应的实施原则及政策建议。关键词:民办高校,转型,政策,政策导向,政策失真ABSTRACTAftermorethan30yearsdevelopment,Chinesenon-governmenteducationhasbecomeanimportantpartofChinesehigheducationsystem.SichuanisaprovincewithlargepopulationinChina,thenon-governmenteducationofwhichhasseenconsiderableexpansionoverthepastseveralyears.Withtheadventoftransitionperiod-thenewphaseofnon-governmenteducationdevelopment,non-governmentcollegesinSichuanisundergoingasubstantialshift,whichisfromquantityexpansiontoconnotationconstruction,fromdisorderedmanagementtothephaseofcorporategovernance.Greatimpacthasbeenmadebynationaleducationpolicyanditsimplementationintheperiodoftransition.Foralongtime,thepolicyfornon-governmenthighereducationwaslaggingbehindthepracticeofnon-governmenthighereducation,lackingofoperability.Forthepurposeofovercomingtheseissues,itisessentialforustoresearchandadjustthecurrentpolicyonmacroscopicperspective.Inaccordancewiththepresentdevelopmentsituationofnon-governmenthighereducationinSichuanprovince,thisessayhasanalyzedtheproblemsinthecurrenteducationpolicyfromtwoperspectivesofpolicyresearch,namely,thepolicydirectionandpolicydistortion.Themaincontentsofthisessayhavecoveredthefollowingaspects.Firstly,thisessaysummarizedthedevelopmentprocessofSichuannon-governmenthighereducationanditspolicyinnovation;AndthisessayanalyzedtheimplementationofcurrenteducationpolicyconcerningSichuannon-governmenthigheruniversities.Then,theessayanalyzedcurrentpoliciesonperspectivesofpolicydirectionanddistortion.Inconclusionpart,thisessayputforwardthebasicguidingprinciplesto
