More than three decades of reform and opening up, the private economy continues to penetrate most areas of the national economy. But for now, most of the private enterprises in China are mainly distributed in the labor-intensive industries and simple product processing industry, the private economy continues to play the role of the supplementary force. But it is undeniable the private economys contribution to our national economy as a whole. Our local government fiscal expenditure is a epitome of the quantitative local policy-oriented. The preference of financial expenditure can objectively measure the preference of financial support of local government. Theoretically and practically, considering the relationship between financial expenditure of local governments and private economic growth in a research, it can be more clear that the fiscal policy of the local government in China today is to promote the growth of Chinas private economy or suppression. In summary, the theoretical analysis and empirical studies about the affection of local government fiscal expenditure on the economic impact of private industrial are necessary. In this paper, we define the concept of private enterprise at first, and then summarized research at home and abroad, and then review the nowadays progress and development process of Chinas private enterprises and local government fiscal policy. I analyzed the affection of local governments’ fiscal policy on the growth of the private economy from the theoretical and logical view in the third part. In part IV, I established regression model on the basis of the analysis in the previous theory, then performed empirical studies, and concluded that the fiscal expenditure share of GDP and private economic growth is negative correlation, but specific to a certain subject of fiscal expendit
