价值工程在优势和潜优势项目管理中的应用研究 　　[摘要]文章对价值工程在优势和潜优势项目管理中的应用进行研究,介绍了价值工程工作的基本原理,对价值工程在优势和潜优势项目管理中的工作内容及程序进行了详细研究。根据价值工程理论,对优势与潜优势项目功能体系及其成本进行了分析,建立了优势和潜优势项目管理功能评价模型和价值评价方法,提出了价值工程活动组织体制与运行机制。文章最后得出如下结论:价值工程既可应用于优势与潜优势项目的系统管理方案的选择和优化,也可应用于某一子系统实施阶段的方案分析、程序优化,并建议管理者深入学习和深刻理解价值工程理论及其应用,使这门管理技术得到更广泛的应用。 　　[关键词]优势和潜优势项目;价值工程;功能与成本;评价;建议 　　[[[中图分类号]][F270.7][[文献标识码]][A][[文章编号]][1002-736X(2010)02-0049-03]] 　　 　　The Application of Value Engineering in Management of Advantage 　　and Potential Advantage Item 　　Feng Fengling 　　(1.Management Department, Wuhan University of Technology, Wuhan, Hubei 430070; 　　2.Economic Research Institute, Hebei University of Economic and Business, Shijiazhuang, Hebei050061) 　　 　　Abstract:The application of value engineering in management of advantage item and potential advantage item is researched, the basic principles of value engineering are introduced, and the working content and procedure of value engineering in the management of advantage item and latent advantage item administration are studied in detail. Project function system and their cost are analyzed according to VE theory, the advantage item and potential advantage item management function appraisal model and the value assessment method are established, and the value engineering activity organization system and the operational mechanism are proposed. It is concluded that the value engineering not only can be applied in the selection and optimization of system management program of advantage and potential advantage item, but also in the program analysis and program optimization of the implementation phase of any subsystem.
