发达国家农业信息化促进农民增收对中国启示 　　摘 要：主要通过阐述发达国家有关农业信息化的成功经验以找到促进农民增收的有效路径。从农业信息化同农民增收的相关性着手，对发达国家在信息资源共建共享、精准农业技术、物联网技术、电子商务和农业大数据方面的举措进行了介绍。提出应以政府主导推动信息化发展、加强信息采集渠道建设、实现国内外合作、健全法律法规体系、扩大农业推广队伍和加大信息技术培训角度探求农业信息化发展促进农民增收的有益借鉴，以期通过农业信息化发展助推农民增收，保障农民收入平稳、快速增长。 　　关键词：农业信息化；农民增收；借鉴；发达国家 　　中图分类号：S126 文献标识码：A DOI 编码：10.3969/j.issn.1006-6500.2015.10.013 　　Abstract： Mainly expatiates the successful experience of developed countries on agricultural informationization in order to find the effective path to promote farmers income. Start from the correlation of agricultural informationization with increasing farmers income， the developed countries in information resource sharing， precision agriculture technology， internet technology， electronic commerce and data on agricultural measures were introduced. Should be the government-leading to promote informatization development， strengthening the construction of channels of information acquisition， implementation， domestic and international cooperation， improved the laws and regulations system， expanding agricultural extension teams and strengthen information technology training perspective to explore agricultural informatization development to promote the farmers income and useful reference， in order to boost farmers income by agricultural informationization development， guarantee the farmer income stable and rapid growth. 　　Key words： agricultural informatization； farmers income； reference； developed countries 　　2015年一号文件将主题定为《关于进一步深化农村改革加快推进农业现代化的若干意见》，将加大农业科技成果转化力度，促进信息化服务平台建设等作为今后“三农”工作的重要内容写进了报告当中。农业信息化作为农业现代化重要技术手段，对于促进农业经济增长、农民增收意义重大。世界各国，尤其是发达国家，为提升农业产业的整体水平，都将农业信息化的发展放到了国家发展的宏观战略层面之上，在改造传统农业、提高农业经济效益、实现农民增收等方面做了很多有意义的举措，这为推动中国农业信息化发展、推进农业现代化发展提供了很多有益的经验。 　　1 农业信息化发展与农民增收相关性分析 　　1.1 农业信息化有利于缩小城乡之间的收入差距 　　当前中国城乡之间存在着巨大的“数字鸿沟”，城乡“二元结构”矛盾十分突出。如何实现农村信息脱贫、信息致富成为当前农业信息化工作的重点。有专家指出，如果通讯行业每增加1亿投资，10年内国民收入将增加13.8亿元[1]。因此，推动中国农业信息化进程，使农业尽快融入到信息化建设当中，从中国经济社会的“二元结构”特点出发，走农村信息网络带动型发展道路可以有效缩小城乡之间的“数字鸿沟”，对于逐步推进中国农业信息化建设，增加农民收入意义重大。 　　1.2
