II II Abstract Along with the development of the new public management movement and the penetration of sustainable development management, sustainable development management has become the main element of the government’s management. In recent years, six comprehensive reform of the national experimental zones including Shanghai Pudong new area have been approved one after the other, it was created a new model of sustainable development management, as well as put forward new demands to the evaluation of government’s sustainable development management performance. Key problems that this article plans to solve are how to build a indicator system for the experimental zone government sustainable development to assess management performance, and seek for promotion approach through the analysis of empirical studies, which holds the concentration and virtue of this article. This article is slotted into four chapters. Chapter 1 analyses the background and significance of the selected subject, define the related concepts of the experimental zone government sustainable development management performance. Comprehensive contrast with like projects both home and abroad, it proposes research ideas, measures, summary and innovations of this article. Chapter 2 builds up a framework indicator based on the balanced scorecard of the experimental zone government sustainable development management performance assessment, at the same time testing the reliability and validity of target, weighting and confirming evaluation target by using analytic hierarchy process. Chapter 3 samples Xiangtan Government as demonstration, a fuzzy comprehensive evaluation method is adopted to evaluate Xiangtan Government’s sustainable development management performance from 2002 to 2007, and draws a conclusion to analyze its key factors which effect and restrict the experimental zone government sustainable development management performance.
