I I 摘 要 随着我国经济社会的发展和人民生活水平的提高，广大群众参与体育健身 的需求越来越强烈，全民健身直接关系人民群众的身体健康和生活质量，是人 民群众最关心、最直接、最现实的利益问题。体育场地设施是体育活动的重要 载体。建设满足最基本需求和符合社区大众享受最基本权益的体育健身娱乐场 地设施，是提供均等化公共体育服务的根本保障；加快完善主要包括国民体质 监测、管理体制、政策法规和宣传教育的服务网络建设与对于促进全民健身事 业发展的作用日益重要。珠江三角洲由于其特殊的区位效应与辐射作用，针对 性地研究其场地和服务两大网络的建设具有较高的理论意义与应用价值。 本研究综合运用访谈、问卷调查、文献资料与数理统计等方法，通过对珠 江三角洲九市群众和体育行政管理人员进行了广泛深入的调查和访谈，全面地 总结、现实地考证珠江三角洲全民健身场地设施、服务网络的建设与发展现状、 特点、存在问题等，运用 PEST 分析法，从经济因素、社会与文化环境因素、财 税体制因素、政策法规因素和意识因素五个方面分析对全民健身场地与服务网 络发展的影响，在此基础上提出了相应的对策。研究表明： 珠江三角洲全民健身场地设施多来年增加幅度较大，但场地设施的短缺、 分布不均衡和利用率问题依然是制约全民健身运动更好开展的瓶颈；政府应积 极转变观念，以加快全民健身场地设施建设；要借鉴成功经验，妥善解决学校 体育场地开放中的安全问题，对场地开放学校给予资金补助；应规范全民健身 广场的规划与建设；应进一步加大全民健身宣传教育力度；应以“以人为本， 全面、协调、可持续”的发展观来指导全民健身场地和服务网络的完善。 关键词：珠江三角洲；全民健身；场地与服务；对策研究 II II ABSTRACT With Chinas economic and social development and the improvement of peoples living standard, the masses participate in sports fitness demand more and more strong, the national fitness related directly to the peoples health and quality of life, is the most concerned about people, the most direct and most realistic interests problem. Sports facilities is the important carrier of sports activities. Construction to meet the basic requirements and conform to the community the public to enjoy the basic rights and interests of sports fitness entertainment facilities, is to provide the fundamental guarantee of public sports service equalization; To improve mainly includes the national physique monitoring, management system, policies and regulations, and propaganda and education service network construction and the increasingly important role to promote the development of the national fitness cause.
