摘要
城乡教育一体化是城乡教育发展追求的理想目标,而城乡中小学教师流动是实现这一 目标的有效途径。在社会主义市场经济背景下,城乡中小学教师流动已成为必然。但是, 目前我国城乡中小学教师流动呈现出一种无序的态势,一定程度上已经影响了城乡教育一 体化健康与持续发展,因此关注城乡中小学教师流动具有重要的现实意义。
本研究以山东省中小学教师流动为主题,以分配正义理论、教育公平理论和人力资本 理论等为根据,以文献法和问卷调查法为基本研究方法,以实现城乡教育一体化背景下的 教师合理流动为目标,深入分析了城乡中小学教师流动存在的问题、影响因素以及有效的 解决措施。
调查结果表明:山东省城乡中小学教师流动主要面临意识淡薄困境、流动比例失调困 境和师资失衡困境等。在此基础上,本研究从硬性政策制度和软性因素两个方面分析了影 响城乡中小学教师不合理流动的原因。研究结果发现:教师流动政策实施形式化、城乡二 元结构下教师分配政策倾斜、相关配套制度不健全、经济利益的驱动、工作压力、社会及 个人的教师职业认知、学校管理模式等是影响城乡中小学教师流动的重要因素。
为了实现城乡教育一体化下中小学教师流动达成的目标:城乡中小学教师平等流动、 城乡师资合理配置、城乡利益群体的均衡。本研究从政策与机制的自觉完善、学校应有的 思维转变、教师必须坚定的信念三个方面提出了具体解决城乡中小学教师不合理流动问题 的措施。

Abstract
The integration of urban and rural education is the ideal goals of urban and rural education development, and urban and rural primary and secondary school teachers flow is an effective way to achieve this goal.Under the background of socialist market economy,urban and rural primary and secondary school teachers flow has become inevitable.But,at present,the current urban and rural primary and secondary school teachers flow presents a chaotic situation,to some extent,has affected the healthy and sustainable development of the integration of urban and rural education,so pay attention to the urban and rural primary and secondary school teachers flow has important practical significance.
In this study, the flow of Shandong Teachers is object,according to the theory of distributive justice, fair education and human capital , etc,use literature method and questionnaire survey method as the basic research methods,In order to realize the integration of urban and rural education under the background of teacher flow as the goal,analyzes the problems existing in the urban and rural primary and secondary school teachers flow, influencing factors and rational solutions.
