万方数据 万方数据 中文摘要 推进农村社区建设的发展，是党在十七大为推动科学发展、着眼于城乡一体化、有助 于社会和谐而做出的重大决策。我国农村在推进城镇化进程中，农村发生了翻天覆地的变 化，农村经济快速增长，但是，由于我国传统上的城乡二元化发展依然存在，农民收入虽 然在增加，但是相比城镇居民收入，依然远远落后。农村的服务管理水平低下，农村公共 服务设施严重不足，制约了我国经济社会的可持续发展和构建社会主义和谐社会。在新时 期，党和政府提出要逐步进行农村各项事业改革，改变城乡二元体制，建立健全农村公共 事业、进一步推动农村社区建设。要实现上述目标，必须下大力气抓好农村社区建设就是 其中很重要的一项工作，要把农村社区建设成服务到位、管理完善、文明和谐的社会生活 整体，使之成为构建社会主义和谐社会的有力保障和重要基础。 本文对农村社区建设的研究，主要是通过以下几个方面：对中国农村社区建设的实践 进行实地调研，分析总结相关理论，纵观国内外农村社区建设的历史，分析农村社区建设 的内在机制和规律，结合临沂莒南县的案例分析，研究农村社区建设过程中的问题，并理 论化研究，从中总结农村社区建设经验，结合实际情况，提出一些具有可操作性和可行性 的对策，为以后的农村社区建设提供借鉴。 本文主要包括以下几个核心内容:首先是关于农村社区建设的几个相关概念。分析农 村社区具有的相关特征。分析农村社区建设过程中容易出现的问题；其次分析研究莒南县 社区建设情况。再次，对农村社区建设提出可操作性的建议。因为在目前的农村社区建设 过程中，并没有一个标准或模式可以更好的进行农村社区建设，要因地制宜进行，本文希 望可以通过对一些普遍适用的问题的阐述，可以为其他地方的农村社区建设提供有利的借 鉴。 关 键 词：农村社区建设 村庄合并 对策 2 Abstract Promoting the development of rural communities construction helps the communist party to make a major decision of promoting scientific development , focusing on the urban-rural integration and social harmony .
