I I 摘要 摘要 温江区是成都市市辖区，位于成都市中心区正西 16 公里处，属成都平原腹心。 温江区东临青羊区，南毗双流县，西接崇州市，北靠郫县，地理位置优越。全区 幅员面积 277.8 平方公里，辖 4 街道 6 镇。温江区旅游资源丰富，历史悠久，素 有“金温江”之称。作为中国农家乐旅游发源地之一，成都市温江区大力推进乡 村旅游发展。通过 20 多年的不懈努力，乡村旅游发展迅速，乡村旅游已经成为引 领城乡居民健康生活的新方式。同时，温江区还是全国花木之乡，全区 15 万亩耕 地就中有 13 万亩种植花卉苗木，花木种植占全省的 1/3，全市的 1/2。全区绿化 覆盖率达到 45% 以上，景区景点绿化覆盖率达到 90% 以上，是成都地区环境质量 最好的区域，为乡村旅游的发展创造了极佳的自然生态环境。同时，温江区抓住 城乡统筹试点的有利时机，成功打造出国家 4A 级旅游景区项目“国色天乡乐园” 和国家 2A 级旅游景区“连二里市”以及鱼凫田园样板区、国际景观植物园、中国 西村等一大批乡村旅游产品，大力推进乡村旅游产业的发展，有力推动了农民就 业和增收。 近年来，成都市及温江区政府制定了一系列促进乡村旅游发展的政策措施， 如《成都市农家乐旅游服务质量等级评定实施细则》、《成都市农家乐旅游服务 质量等级评分标准》、《温江区旅游业十二五发展规划(2011-2015)》、《关于实 施“全域旅游”加快建设旅游经济强区的意见》、《关于进一步加快休闲农业与 乡村旅游发展的意见》、《温江区创建国家休闲农业与乡村旅游示范区实施意见》 等。本文对成都市及温江区现有乡村旅游发展政策进行了研究，主要从政策引领 性、多元性、带动性及前瞻性四个角度对温江区乡村旅游发展政策进行研究。最 后，在回顾了温江区乡村旅游发展历程的基础上，提出了温江区乡村旅游发展政 策效果评估与改善机制。 关键词：温江区，乡村旅游，政策研究 II II ABSTRACT ABSTRACT Wenjiang District in Chengdu City area, 16 kilometers due west of the center is located in Chengdu, is the hinterland of the Chengdu Plain.
