I I 摘 要 随着改革开放的到来，我国无论在政治、经济、文化以及综合国力方面取得了很大 的成就。但是随之而来的问题也大量的存在：社会结构变动比较大；利益格局调整比较 深刻；东西方价值观冲突比较明显；各种观念、利益相互摩擦冲突不断。作为现代化进 程中的牺牲者农民不可避免的成为这些摩擦的受害者，农民的利益诉求和群体性事件得 不到了合理的解决、农村基层政权不够牢固、农村的财政状况不够透明以及基层干部素 质和官德有待于提高，再加上受儒家传统文化和自身受教育程度等因素的影响，政治信 任不可避免地出现了弱化的趋势。政治信任作为政治资本的核心，无论是在发达国家还 是发展中国家，都是执政之必须面临的考验之一。中国作为一个后发现代化国家，由于 其国情和农民的特殊性，政治信任更加成为不可小觑的一个问题。 基于上文的理由和背景，本文运用定量分析和定性分析相结合的方法，发现了引起 农村政治信任弱化存在的原因有：一、传统儒家文化对政治信任的影响；二、政府绩效 对政治信任的影响最为重要；三、政策实施是否到位合理；四、农民自身的受教育程度 也成为不可忽视的一部分。综上所述，本文主要分为以下几个部分： 第一部分为导论，主要介绍了研究此题目的背景和原因、国内外研究现状。第二部 分主要是理论支撑，阐述了政治信任及其相关概念的界定。第三部分主要是阐述转型期 农村政治信任的主要特点及其影响因素。第四部分讲述了重建的必要性和可行性，特别 是以改革开放以来的惠农政策实施现状为视角，从政策及人心向背来分析农村政治信任 重建的可行性。第五部分在总结上述内容的基础上提出了政治信任重建的路径：第一， 落实惠农政策的同时加大民生建设；第二，转变政府职能：由全能型政府向责任型政府 转变 第三，加强民主化进程和法治建设；第四，私人决策和公共决策相互配合；第五， 构建阳光政府、落实责任问责制。 关键词：转型期 政治信任 重建 III III IV IV ABSTRACT With the arrival of the reform and opening up, our country has made great achievements in politics, economy, culture and the comprehensive national strength. But there also exist attendant problems. For instance, social structure changes greatly; adjustment of interest pattern is profound,; conflicts between eastern and western values become more apparent; all kinds of ideas, interests conflicts are appearing constantly. In such courses, farmers inevitably become the victims. Chinese government are being tested by lots of problems whether in developed or developing countries, for example, whether the interests of farmers’ appeals are fairly solved, whether rural grassroots’ political power is strong, whether the rural masses’ event can get reasonable solution. It is also doubtful whether rural finance is transparent and grassroots cadres’ quality and official virtue is qualified. Besides, influenced by the Confucian culture and self-education degree, people are having less trust on government.
