I I 摘 要 摘 要 随着我国人口老龄化进程的加快，传统的家庭养老模式受到了冲击，城市社区老年 人的养老问题日益凸显。同其他国家相比，我国人口老龄化是在生产力发展水平还很低， 即“未富先老”的情况下到来的。在家庭养老功能下降，机构养老发展不足，实行社会 养老面临巨大困难这一背景下，居家养老是社会转型期养老方式的最佳选择。居家养老 方式的建立，无论是从经济成本、文化观念，还是养老覆盖的范围和社会效益等方面来 看，都是现阶段及未来一段时间内我国城市社区养老的主要方式。居家养老实现了家庭 养老和社会养老的有机结合。可以充分发挥社区的功能，调动国家、社会、家庭和个人 的力量，对减轻国家负担，弥补传统家庭养老的不足，将起到越来越重要的作用，是一 条有效解决我国城市养老问题的可行之路。 我国的居家养老发展处于初级阶段，没有形成完整的体系，本文主要对居家养老服 务体系的筹资模式进行分析，通过建立完备的资金来源来完善居家养老服务体系的构 建，这对居家养老服务体系未来的发展有促进作用。本文对我国几个居家养老服务体系 比较成功的城市进行分析，并对其筹资模式进行研究与比较，同时对国外国家建立的居 家养老筹资模式进行分析，得出有解决意义的方面。并对河北省城镇养老问题进行了问 卷调查，在理论分析与调查研究的基础上，提出了我国居家养老服务体系的筹资模式未 来的发展方向。 事实证明，我国目前已经建立的居家养老服务体系能够顺利运行，其筹资模式根据 自身的特点有不同的方式。但是目前筹资模式存在一些问题，比如政府重视程度不够， 导致资金投入不能满足需求，没有充足的资金来源渠道，民间组织作用发挥不充分等问 题存在都是当前居家养老筹资模式面临的问题。文章在分析美国、日本、英国、等国家 的筹资模式中，各国有不同的筹资渠道，比如政府主导、与医疗保险相结合等方式，由 于我国目前政府能力有限，资金不充裕，所以当前我国的居家养老服务体系的筹资模式 可以采取政府主导，家庭分担，并且可以适当的与医疗保险制度相结合的模式，这样在 居家养老服务体系发展的初级阶段，确保资金的来源，保证其顺利运行和未来的推广。 关键词： 居家养老 筹资机制 社区服务 II II Abstract Abstract Along with the expediting process of our country Population aging,the traditional family aged-care style is under impact,And the aged-care Problem in city community is growing high lighted day by day.Compared with other countries,our country population aging Problem comes with the very low productive forces level of development,namelyaging arrives before the rich comes.Under the complex background of fal1ing function of family aged-care,insufficient development of organization aged-care and big difficult for society aged-care,aged-Care at home shall be the best choice during the social transition period.Reviewing from the aspects of economic cost,cultural idea,aged-care scope,social efficiency and so on,the establishment of aged-care at home shal1 be the main style for the city community aged-care in our country at present and certain future time.The aged-care at home realizes the organic synthesis between the home aged-care and society aged-care,which shall make the community function fully executed,mobilize the power of country,society,family an
