我国生物制药业经营效率评价与分析 　　摘 要 目的：对影响生物制药企业效率的因素进行分析，提出该行业效率提高和发展建议。方法：针对我国21个省市2006-2010年的生物制药经营数据，采用数据包络分析和Malmqusit指数法从横向和纵向两个方面对我国生物制药业经营效率进行实证分析。结果：我国生物制药业的总体经营效率并不理想，省市之间效率差异较大。东部地区的综合效率值低于西部地区，其规模效率处于全国最低水平。规模报酬呈现由递增到递减的变化趋势。我国生物制药业的全要素生产率在逐步提高。结论：加快布局调整，适度调整企业规模，从而提高生物制药业的经营效率。 　　关键词 数据包络分析法 生物制药 经营效率 Malmqusit 　　中图分类号：F424.7 文献标识码：A 文章编号：1006-1533（2015）13-0050-04 　　Evaluation and analysis of the operational efficiency 　　for Chinese biopharmaceutical industry 　　ZHI Yue， QIU Jiaxue 　　（School of International Business， China Pharmaceutical University， Nanjing 211198， China） 　　ABSTRACT Objective： To analyze the factors affecting the efficiency based on the results of the analysis and the status quo of Chinese biopharmaceutical industry so as to propose some reform proposals for promoting the development of the industry. Methods： Taking the operating data collected from 21 provinces during 2008-2012 as research objects， the operational efficiency of Chinese biopharmaceutical industry was evaluated by DEA and malmqusit index. Results： The overall operational efficiency of the biopharmaceutical industry in China is not ideal and the differences of efficiency among provinces or municipalities are large. The comprehensive efficiency at the eastern region is lower than that at the western region and its scale efficiency is at the lowest level in the whole country. The returns to scale showed a trade from increment to decrement. Total factor productivity of biopharmaceutical industry has been improving step by step.
