重庆大学硕士学位论文中文摘要 重庆大学硕士学位论文 中文摘要 I I 摘 要 社会保障制度是社会进步与经济发展的结晶，是人类现代文明长河中重要的 里程碑，也是政府为了对市场进行有效的调控，弥补市场失灵的重要干预手段。 实行养老保障制度有利于改善老年人的精神生活与物质生活的状况，农村养老保 障制度的作用尤其能缩小城乡差距，缓和社会矛盾，促进社会公平稳定。 当前，整个中国社会都步入了“未富先老”的老龄化社会，农村养老保障问 题日趋凸显，重庆市更是进入了非常重要而又十分特殊的社会转型时期，如何维 护社会和谐，维护社会公平，保证和促进重庆经济社会又好又快的健康发展，是 社会各界都十分关注的重大问题，其中一个重要的主题就是农村养老保障制度的 发展。重庆市长江上游之增长极，其“大农村”在经济发展和社会进步上取得了 巨大的成就，农民生活水平有了很大的提高，但是在养老保障方面的矛盾和问题 日益突出。一方面，自上个世纪 70 年代我国实施计划生育政策以来，家庭的结构 日趋小型化，老年人口占的比重越来越大，农村也快速步入了老龄化社会；另一 方面，随着市场经济的日趋完善和农村经济体制改革的不断深化，农村社会正经 历着一列重大转变，由于传统养老模式越来越不适应中国社会老龄化的发展，建 立覆盖城乡的新型养老保障体制便成了当前农村社会迫切需要。但是，由于长期 受城乡二元经济结构和传统养老习惯以及改革开放程度的束缚和影响，重庆市农 村养老保障制度建设明显滞后于沿海省市，更是远远滞后于发达国家农村养老水 平。为此我们必须加强农村养老保障制度的构建，更加积极探索适合中国生产力 发展水平和重庆市农村实际的农村养老保障的道路。 本文对农村养老保障的基础性问题及相关研究进行了整理分析，挖掘出重庆 市养老保障的历史沿革，分析了重庆市农村养老保障的现状，存在的主要问题以 及产生这些问题的根源，并对重庆市与全国以及其他直辖市的农村社会养老保障 进行了比较分析；通过研究重庆市农村养老保障发展的历史沿革和现状，结合国 内外养老保障制度的建立、发展及特点，运用社会网络理论和方法探讨了其中存 在的问题和可供借鉴的有益经验；并在此基础上，提出了完善重庆市农村养老保 障制度的对策建议。 关键词：重庆，农村，养老保障制度 重庆大学硕士学位论文英文摘要 重庆大学硕士学位论文 英文摘要 II II ABSTRACT Social security system is the crystallization of social progress and development, the important milestone of long history of human civilization. And also the means which government controls the market effectively make up an important intervention for market failure. The implementation of old-age security system will help to improve the spiritual and material life of the elderly status. Particularly, the function of the pension system in rural areas will reduce the gap between urban and rural areas, alleviate social conflicts and promote social equity and stability. At present, the entire Chinese society entered an old before getting rich aging society. The rural old-age security problems have become more prominent. Chongqing is entering a very important and very special social transition. How to maintain social harmony, safeguard social fairness, ensure and promote the healthy and fast economic and social development of Chongqing are the major issues which community is concerned. And one im
