摘要 摘 要 当前，关于义务教育阶段“择校热”等问题依旧是社会上的一个热点话题， 这些教育中突出问题亟待解决。造成这些社会问题的主要原因就是教育资源配 置不均衡。因此，为了与新的义务教育发展形势相适应，2006 年 6 月 29 日第 十届全国人民代表大会常务委员会修改并通过了《中国人民共和国义务教育 法》，法规中对义务教育发展作了相关的明确说明，各教育行政部门应当对条 件不好学校的办学条件进行改善，合理配置教育资源，以推进义务教育的均衡 发展。之后在党的十八大报告中也指出要把教育放在改善民生和加强社会建设 之首，要大力促进教育公平，合理配置教育资源。义务教育均衡发展是否能够 得到依法的实现，这一现实利益问题是当前人们群众最关心的问题之一，保障 这个根本利益的实现、维护和发展，将始终会是党和政府在教育工作当中的重 点。教育资源作为教育发展的主要因素，对其资源的均衡配置更是教育得以均 衡发展的基础。因此，为了探索出更有利于义务教育均衡发展的道路，对教育 资源配置进行研究是非常有必要的，而教师资源作为教育资源当中的关键资 源，因此对教师资源配置的研究是具有重大现实意义的。 本文在对成都市义务教育教师资源配置的均衡状况进行研究时，主要运用 了文献研究方法、统计分析方法以及实证研究方法。首先，以义务教育教师资 源均衡配置的意义、内涵、原则以及人力资源理论和教育均衡发展理论为基础， 分析成都市义务教育教师资源配置状况，然后提出本文的研究假设。 其次，运用 STATA 和 SPSS 软件对所收集数据进行测量，通过基尼系数和 均衡变异数对生师比、中级及以上教师比例、骨干教师比例这三个衡量义务教 育教师资源均衡状态的指标进行分析。进而对数据分析结果进行探讨，对结果 进行原因分析：教育配套设施方面、教师待遇方面、教师交流方面、教师培训 方面、教师编制方面等五个方面有待完善。 最后，根据本文分析结果得出结论，提出相应的优化义务教育教师资源配 置的对策和建议：第一，完善教育配套设施；第二，推进教师流动机制；第三， 改善师资待遇；第四，加强和完善教师培训体系；第五，改革教师编制政策。 关键词：义务教育，教育均衡，教师资源配置 I ABSTRACT ABSTRACT At current compulsory education stage, Choosing a School issue is still a hot topic in society. The highlighted issue must be resolved urgently .The root cause of this problem is mainly the imbalanced development of compulsory education especially for unbalanced allocation of education resources. On this occasion Compulsory Education Law amended by the twenty-second meeting of the 10th National Peoples Congress Standing Committee on June 29, 2006 clearly stipulates: The State Council and local people governments should distribute education resources reasonably to drive the equal development of compulsory education and to improve the running school conditions for weak schools . After that, the partys 18th report also pointed out that education should be put the first priority to improve peoples livelihood and to strengthen the social construction, to promote vigorously educational fair and reasonable distribution of educational resources, to support special education, to raise student’s funding level from poor families, to actively insure children
