I I 摘 要 科学技术的发展和经济的全球化，使企业面临着越来越大的竞争压力，而通过降 低成本以获取竞争优势仍然是企业发展的重要途径。大量事实表明，传统的以直接人 工小时或机器小时为基础的间接费用分配方法已经不能提供准确的成本信息，甚至会 对成本信息造成扭曲而导致企业决策失误。随着消费者需求的个性化和多元化，企业 在获得盈利机会的同时竞争更加剧烈。鉴于上述原因，由传统的以交易或数量为基础 的成本计算到以作业为基础的成本计算成为历史的必然。与此同时，为了使企业的相 关管理职能能够发挥的好，不断强化企业预算管理的职能、作用并扩大其范围也成为 必须。在战略目标的指引下，当前企业更加注重内部的综合协调管理，强调计划、组 织、控制等职能的一体化，预算管理的功能必然从过去单一的计划与控制发展成为兼 有计划、控制、协调、激励、评价等功能的经营机制。为了适应企业生存发展和经营 管理的需要，一种新的理论——作业基础预算即将作业成本法的相关理论运用于预算 领域的一种全新的理论与方法应运而生。 本文首先介绍了传统成本预算的相关概念和作业成本预算的相关概念，在重点分 析了传统成本预算自身难以克服的缺陷的基础上，把作业成本预算与传统成本预算进 行对比，指出传统成本预算过于强调财务性指标，不能很好的与企业经营管理和战略 目标相结合的缺陷。而作业成本预算则克服了这一缺点，并以其自身特有的优势，很 好地为企业的日常经营管理服务。作业成本预算作为一种科学的方法已经被理论界和 实务界所接受，一方面，它不仅能将企业的责任和义务分摊到员工以管理其行为，实 现各员工的业绩目标，而且提供了对工作量的更为真实的展示，包括对服务水平的影 响。另一方面，可以帮助企业了解产品或者服务如何通过作业消耗资源，从而提高流 程监督和控制的水平，更能使预算真正落到实处。最后，提出作业成本预算控制的框 架、编制程序及其运行模式，并通过案例展示了作业基础预算在实际工作中的具体应 用，进而为作业成本预算控制模式在我国其他企业中的应用提供指导。 关键词：作业成本；作业基础预算；控制； PAGE PAGE IV Abstract The rapid development of science and technology and economic globalization, enterprises are facing increasing pressure of competition, cutting costs for the competitiveness of enterprise development is still an important means.
