I I 摘要针对中国老年人口数量快速增加的特点，老年人对养老服务需求日益增长，对照料与护理的要求也越来越高，人口老龄化及老年人服务缺失严重已成为我国突出问题之一，在这一现实背景下，加快社会养老服务事业的发展已刻不容缓。建立健全社会福利网络，发展养老服务事业成为迫切之需。开封市总人口达 506 万人，65 岁老年人占 41 万人，人口老龄化程度达 8.7%，作为较早进入老龄化的城市之一，快速增长的老龄化是开封市经济和社会发展的重要标志，但也给开封市的发展带来了巨大的挑战，这主要体现在政府职能的转变、社会的转型以及老年人养老需求的膨胀、养老服务事业发展滞后等，不能满足日益增长的养老需求。而要满足老年人多层次的养老需求，保障老年人的权益，就要推动养老服务事业的发展。需要政府转变职能，发挥积极作用，动员社会力量广泛参与养老服务事业，加快满足老年人日益增长的养老需求。本文在进行理论分析的基础上，选择开封市这一中小型老龄化城市，并且在目前养老服务事业发展相对不健全的中小城市为调查分析对象，围绕开封市经济发展与养老服务事业发展的非正相关系，以其所蕴含的深层次问题，运用调查问卷和座谈访问的社会调查方法，从历史和现实两个层面解读开封市社会养老服务事业的形成、发展、现状等问题进行了探讨，揭示城市养老服务事业发展问题及可能发展模式，最后就政府如何发挥作用，指出政府在解决社会“问题”和社会管理过程中需要从“问题视角”转化以“优势视角”为主的发展模式，以及如何完善养老服务事业的发展提出政策建议。关键词：人口老龄化，中小城市，养老服务事业，优势视角 III III ABSTRACT In response to the number of the elderly population in China is characterized by a rapid increase, The elderly is a growing demand for pension services, care and care requirements are also increasing, aging population and the lack of services for the elderly seriously China has become one of the outstanding problems in this a real-world context, to speed up the development of social care service has become essential.
