中文摘要 中文摘要 重庆大学硕士学位论文 重庆大学硕士学位论文 I I PAGE PAGE IV 摘 要 近年来，重庆市经济发展迅速，已成为长江上游重要的经济贸易中心。与此 同时，随着经济发展的不断加快，重庆市能源消耗量也大幅增加，如该势头不能 得到有效遏制，能源消耗则将成为制约重庆市经济社会全面发展的主要“绊脚石”， 尤其是既有建筑能耗过高、节能建筑较少，已经成为当前重庆市节能工作的重点。 因此，为进一步推动重庆市建筑节能工作的开展，迫切需要制定一系列符合重庆 市自身特点的建筑节能经济激励政策，以此扭转重庆市目前能源消耗过大的局面。 本文研究的主要内容为重庆市建筑节能经济激励政策的制定。本文通过分析 国内外相关法律和规定，从实际出发，采用定性与定量相结合的分析方法，提出 了重庆市建筑节能经济激励政策的改进办法，并将改进后的建筑节能经济政策运 用于水源热泵这一特殊的节能设备中，以此验证该政策的适用性。本文研究的主 要内容有： 第一章：绪论。主要阐述世界能源形势与我国建筑节能工作背景，以及本文 的研究内容、目的和技术路线。 第二章：建筑节能基础经济理论分析。主要分析建筑节能市场的经济外部性 理论，以此阐述建筑节能领域需要制定经济激励政策的必要性。 第三章：国内外研究现状分析。通过对国内外建筑节能现状的调研及分析， 并结合重庆市的实际情况，为重庆市实施建筑节能经济激励政策提供有利的借鉴。 第四章：重庆市建筑节能现状。通过分析了解重庆市建筑能耗情况、重庆市 建筑节能工作开展情况等内容，从而分析重庆市实施建筑节能经济激励政策的现 实条件。 第五章：相关案例及博弈分析。通过对相关案例的研究分析及建筑节能市场 相关主体的博弈分析，以此分析重庆市实施建筑节能工作的成本效益情况。 第六章：重庆市建筑节能经济激励政策的改进。通过理论分析与现实计算的 方法，重新提出了重庆市建筑节能经济激励政策方案。 第七章：建筑节能经济激励政策验证分析。将已改进的重庆市建筑节能经济 激励政策运用于水源热泵空调系统中，以此验证该政策的适用性。 第八章：结论。总结本文研究成果。 关键词：建筑能耗，建筑节能经济激励政策，经济外部性，时间价值，水源热泵 英文摘要 英文摘要 重庆大学硕士学位论文 重庆大学硕士学位论文 III III PAGE PAGE IV ABSTRACT Chongqing city has been an important economic relations and trade center in the upper reaches of Yangtze river owing to its rapid economic development in recent years. Simultaneously, the energy consumption in Chongqing increased dramatically along with the growing econominc development. If this situation cant be controlled effectively, energy consumption will become the main stumbling obstacle restricting the comprehensive development of the economy and society in Chongqing. Particularly,the excessive construction energy consumption and the decrease of the energy conservation constructions have already become the key points of the energy saving and emission reduction work at present in Chongqing. Therefore, to further promote construction energy conservation work, Chongqing is urgent in formulating a series of economic incentive policies of construction energy conservation in conformity with its own characteristics. If so, the present oversize energy consumption in Chongqing may be reversed. The
