The author attempts to parse variety of incentives the illegal construction of repeated, investigate the intrinsic motivation of illegal construction, and reveal the enormous harm of illegal construction and social development and peoples living based on objective status of the illegal construction and remediation of Changning District, Shanghai. And the formation of a number of measures to provide an effective means for the illegal construction of Shanghai remediation. Paper the main body is divided into five parts, apart from the epilogue, the various parts of the argument structure: The first part is the introduction part, mainly explained the meaning and background proposed the theoretical basis of the study, and defined the concept of illegal construction. The second part of the sample of Changning District, describes to carry out distribution and the governance mechanisms on illegal construction of the current Changning District, and analyses the historical process and the intrinsic that led to this situation, even the harm caused. The third part is to draw on the successful experience of some countries and regions on governance of illegal construction. In a foreign country, the authors selected Singapore whose administration mode similar to China. The same time, compared with the same mega-cities of Beijing, to find the gap in the current work. The fourth part proposed countermeasures for the problem of illegal construction remediation on the basis of the description of the status quo cause analysis.
