华 华 中 科 技 大 学 硕 士 学 位 论 文 II II Abstract Wuhan city, as one of the special pilot cities of the national security and social service system for people with disabilities, gives full play to the leading role of the government. In social security, it constantly improves the basic living security system, the social insurance system and the basic housing security system for the people with disabilities. In services for people with disabilities, it has basically built up six special service system framework, in which, the “sunshine home” care project for people with disabilities is the first active attempt and exploration as the key content of the “two systhems”. Based on combing through the literature on community service and people with disabilities, the author chose the “sunshine home” public service station for people with disabilities as the research object and investigated this community organization. This paper got the actual information by participant observation and interviews. Besides, it sorted out policies and measures of Wuhan city which are related to the “sunshine home” project for people with disabiliyies. Moreover, it objectively assesses the government-led “sunshine home” project in Wuhan city by comparing it with other service model for people with disabilities from service, resource and the operating model. This paper concludes that the “sunshine home” community care project for people with disabilities has made great achievements since its implementation, including the following six aspects: building up hardware facilities, sthengthening the disabled care service information construction, increasingly focusing on spiritual needs, promoting the standardizaed construction of disabled care service, further creating a social atmosphere of assistant and care of people with diasbilities, as well as expanding the service team.
