摘要 摘要 I I 摘 要 2006年国务院印发了《2006-2020年国家信息化发展战略》，其中将“推进社 区信息化，改善社区服务”作为我国信息化发展的战略重点之一。当前，我国社 区信息化建设逐步推进，取得了一定的成绩，社区管理信息化大大提升了社区公 共服务能力，为居民的生活带来了便捷。近年来，关于城市社区和农村管理信息 化方面的研究成果较多，而对于涉农社区管理信息化的研究相对匮乏。涉农社区 是统筹城乡发展、城市规模扩张的一种特有的阶段性产物，广泛存在于城市、城 区外沿部分，它既涉及城区居民，又涉及农村和农民。做好涉农社区管理信息化 工作，将大大提高社区工作的效率，有效提升社区管理水平，更多的为社区居民 提供方便快捷的服务，更大程度满足不同居民的需求。涉农社区管理信息化建设 是顺利推进社会综合治理和实现社会信息化建设的必然要求。本文致力于对龙泉 驿区涉农社区管理信息化进行研究，力求有所贡献。 本文通过文献研究、资料收集、走访调查、实地观察与亲自体验、问卷分析 等方法，理论结合实际，对龙泉驿区涉农社区管理信息化情况进行了调查分析， 弄清了龙泉驿区涉农社区管理信息化的现状及存在的问题：基础建设比较薄弱、 平台搭建不足、应用度较低、机制不完善、服务不全面等。针对上述问题，本文 提出了“统筹规划，持续发展；需求先导，普及深化；实用易用，扩能扩展；规 范标准，完善保障”的龙泉驿区涉农社区管理信息化建设的原则，以及“以需求 为主的建设导向，以具体项目为载体的平台构建，以机制建设为着眼点的长效保 障”的龙泉驿区涉农社区管理信息化建设思路。此外，本文还结合国内外社区管 理信息化经验，提出了龙泉驿区涉农社区管理信息化建设的具体对策：信息化基 础设施完善，信息资源库建设与共享，社区网站扩能与升级，可持续的信息化人 才培养模式建立，政府与社会协同参与机制构建，辅助信息化平台搭建与使用， 小区和家庭信息化建设并举等。 关键词：涉农社区， 社区管理，信息化 ABSTRACT ABSTRACT II II ABSTRACT In 2006, the State Council issued the 2006-2020 National Information Development Strategy, among which the idea of promoting community information, improving community service be taken as one of the strategies focus on Chinas information technology development.
