According to incomplete statistics, more than 30 countries and regional institutions around the world have established special childrens TV channel. Childrens television plays a more and more important role in the TV market. As we all know, China has the most extensive childrens television viewing market in the world, therefore, it will become an important base for the production and dissemination of childrens television programs in the future. However, in China, the development process of children’s television is quite short, the development shape is not mature, and its theoretical structure is also simple. At present，there is a large gap between the domestic status of childrens television and the domestic needs of children, and there are seldom home-made children’s programs for most television institutions, and most of them rely on the introduction of a large number of foreign cartoons to fill our children’s television market.
