PAGE PAGE IV III III 的研究，进行了昆明城市产业发展的 SWOT 分析，力求发现昆明城市产业发展的 瓶颈，来以此支撑城市产业发展战略的调整，并制定城市产业调整的引导政策。 论文还进行了昆明与类似城市成都、杭州的比较研究，力求通过对比分析，找出 昆明城市产业发展的趋势。 接下来的研究则从城市空间研究入手，进行城市空间产业发展适宜性研究。 在对昆明城市产业发展的适宜性及综合性分析基础上，加上昆明城市分区域城市 空间发展条件的因素，获得昆明城市空间产业发展适宜性结论。结合城市产业发 展战略与城市空间产业发展适宜性研究，本文提出昆明城市产业发展规划与空间 布局差异性弥合的对策，即在科学制定城市产业发展规划的基础上，进行有效的 产业发展政策引导，在城市总体规划空间管制策略的限制下，得出昆明城市各分 区域的城市产业发展规划。 在市场经济体系逐渐完善之后，政府从城市产业发展的推动者转变为引导者， 城市产业发展与城市布局差异性有扩大的可能，此时城市规划成为政府引导产业 发展的关键政策，在昆明城市总体规划修编（2008-2020）中通过加大城市产业研 究合理安排城市产业布局，可以减小产业发展规划与城市空间布局的差异，使城 市规划能更好地适应产业发展，提高城市规划的科学性。 关键词：昆明，城市总体规划，产业发展，空间布局，适应性 ABSTRACT It’s a important work to make a forecast for industry development and spatial layout in city master plan. Based on different condition, a plan for industry development all brand by policy background, community condition, economy complication. And finally when it put in practice, you’ll find large differentia between industry development plan and urban planning ideality. 21rst century, followed by market economy system gradually found in China, this kind of differentia increasingly enlarge . Because the impetus of industry comes more complication. In the course of Kunming development, the industry congregate and goes prosperity is powerful support to urban development. But the differentia is exist all along. Think much of this differentia and make great efforts to reduce this differentia, can advance he rationality of city master plan.
