第 11卷第 1期 湖南农业大学学报(社会科学版) Vol．11 No．1 2010 年 2 月 Journal of Hunan Agricultural University (Social Sciences) Feb．2010 农村警务室建设的问题与出路 ——基于益阳市赫山区的调查 申剑锋 （湖南公安高等专科学校，湖南 长沙 410138 ） 摘 要：新时期农村警务室建设存在着重“开门”轻“营业”、重“硬件”轻“软件”、重“独唱”轻“合唱”、重 承诺轻践诺等问题。引起这些问题的原因主要有经费保障不足、警力资源紧张、传统警务观念与现代警务观念之 间存在矛盾、考评机制不完善等。为此，应积极寻求地方党委政府、人民群众的支持，借用民力解决警力资源不 足问题，因地制宜地探索符合实际的农村警务室工作模式，转变观念，完善考评机制和制定向农村警务民警倾斜 的政策等。 关 键 词：农村警务室；经费保障；警务观念；考评机制；益阳市 中图分类号：D631.4 文献标志码：A 文章编号：1009-2013(2010)01-0053-06 On the problems and the future of the construction of rural policing rooms ——based on the case of Heshan District in Yiyang city SHEN Jian-feng (Hunan Public Security College, Changsha 410138, China) Abstract: The construction of countryside policing room has following problems: emphasizing on “open” and ignoring “business”, putting more emphasis on “hardware” and paying less attention to “software”, valueing “solo” and contempt ing“choral” and so on. These problems are mainly caused by inadequate funds, police resource constraints, the contradictions between the concepts of traditional policing and modern policing and defective evaluation mechanisms etc. To solve these problems, we can find some countermeasures as to solicit supports of the mass, local party committees and governments to solve insufficient manpower resources, to focus on prevention and control of crime,to improve the evaluation mechanisms, and to develop preferential policies for the countryside policing room.
