精准扶贫背景下土地整治重点区域选择研究 　　摘 要 本文以贵州省20个极贫乡镇之一的国荣乡为研究区，以GIS技术和数学统计方法，结合自然地理特征和社会经济状况，设计建立土地整治区域综合评价体系。用于测算土地整治潜力，确定土地整治项目区。研究表明：（1）该体系考虑了研究区实际情况，保证了质量高、区位好、惠及贫困人口多、利用稳定、集中连片的耕地入选土地整治重点区域；（2）预计建成高标准基本农田1206.92公顷，惠及人口5941人，脱贫人口3189人，其成果可望实现提高耕地质量、助推脱贫攻坚的双赢。本研究为特困地区土地整治项目区的科学选址，提供了参考，作出了理论尝试。 　　关键词 精准扶贫；土地整治；区域选择；国荣乡 　　中图分类号：F301 文献标识码：A 　　Abstract： In this paper， Guorong Township， one of the 20 most impoverished towns and villages in Guizhou Province， is selected as the research area. With GIS technology and mathematical statistics methods， combined with the characteristics of natural geography and socioeconomic conditions， a comprehensive evaluation system of land remediation area is designed and established. It is used to measure the potential of land remediation and determine the land remediation project area. The research shows that： （1） The system takes into account the actual situation of the study area， ensuring high quality， good location， benefiting the poor population， using stable and concentrated contiguous cultivated land into key areas for land remediation； （2） The farmland is 1206.92 hectares， benefiting 5，941 people and 3，189 people are out of poverty. Its achievements are expected to achieve a win-win situation of improving cultivated land quality and boosting poverty relief. This study provides a reference for the scientific site selection of the land remediation project area in the particularly difficult areas and makes a theoretical attempt. 　　Keywords： precision poverty alleviation； land remediation； regional selection； Guorong Township 　　0 引言 　　土地整治是采取各?N措施，对山、水、田、林、路、村的综合整治，提高耕地质量，增加有效耕地面积，改善农村生产、生活条件和生态环境的行为，是解决农村发展过程中土地利用问题，改善人地关系的重要手段。“十二五”期间，全国整理农用地5.3亿亩，建成高标准农田4.03亿亩，补充耕地2767万亩，经整治后的耕地质量平均提高1个等级、亩产平均提高10～20%，新增粮食产能373.68亿kg，惠及农村群众1.01亿人，项目区人均新增年收入900多元，实现了耕地数量有增加、质量有提高、百姓得实惠的目标。“十三五”时期是全面建成小康社会的决胜阶段，习近平总书记在十九大提出“坚决打赢脱贫攻坚战。让贫困人口和贫困地区同全国一道进入全面小康社会是我们党的庄严承诺。要动员全党全国全社会力量，坚持精准扶贫、精准脱贫”。 　　当前，精准扶贫与土地整治的单独研究成果已非常丰富，但将二者相结合的研究并不多见。从学术研究上看刘新卫[1]、
