摘 要 北京市电子工业干部学校是一所行业学校，如何对学校进行管理，使 其能够较好的运营下去，是困扰学校已久的难题。本文把北京市电子工业 干部学校发展战略的制定作为一个项目来进行管理和研究，采用经典的战略 管理方法，首先介绍了战略管理理论的基本知识，接着对北京市电子工业干部学 校的外部环境进行了分析，通过对宏观环境和竞争状态的分析，得到外部环境的 关键因素，并运用外部环境评价矩阵对外部环境进行定量评价。其次对北京市电 子工业干部学校的内部环境进行分析，通过对学校内部软、硬件条件的分析和价 值链分析得到内部环境的关键因素，并运用 IFE 矩阵对内部环境进行定量评价。 在此基础上，对北京市电子工业干部学校的发展战略进行定量评价，确定北京市 电子工业干部学校发展战略的方向和强度。再对北京市电子工业干部学校的备选 战略进行组合，最后将备选战略代入 QSPM 矩阵进行量化比较。从而形成学校 的发展战略指导方向。依据这一系列的分析结果，最终确定北京市电子工业干部 学校的使命和战略目标，并提出战略建议。 关键词：宏观环境 定量评价 发展战略 Abstract Beijing electronic industrial cadre school is a school belong to some industry. How to manage the school, so it can be better operation.This problem has troubled schools for a long time.This thesis take The study on the development strategy for beijing electronic industry cadre school as a project management. The classic strategic management approach was used in this paper. Firstly, we introduced the basics of strategic management theory,analyzed the external environment of beijing electronic industry cadre school, though PEST and Porters Five Forces Model. After we got the key factor of the external environment,EFE was used for quantitative evaluation of the external environment.Secondly, after the analysis of the internal environment of beijing electronic industry cadre school , through Value Chain Analysis Model, we got the key factor in it. Followed by this, we also did the quantitative evaluation of the internal environment using IFE. Then, we determined the direction and intension of beijing electronic industry cadre schools development strategy based on the use of quantitative evaluation. Finally, the strategy of alternative strategies were compared using quantitative comparison of QSPM. So the schools development strategy was formed. Based on all the analysis mentioned above,at the end of my research, the mission and the strategic objectives and also the strategic recommendations were give to Beijing Electronic Industry Cadre School.
