The construction of thermal power plants must have basic conditions, both fuel and abundant water resources, but it is often difficult to meet these conditions meanwhile. Usually, the fuel-rich regions are often lack of water seriously and the water-rich regions are often lack of fuel. China is a national shortage of water resources, the space-time distribution water resources is uneven. Nowadays 65% cities are short of water, 12% cites are in severe water shortages in China. The coal bases that can be used to generate electricity are mostly concentrated in the dry areas, the so-called coal-rich and water shortage. The water resources in rich coal area cannot satisfy the requirement for water to generate thermal power, which seriously restrict the development of thermal power generation. Developing air cooling units can greatly reduce the water use index, and their water consumption is only 1/6 of conventional moist-chilling units. Therefore, direct air-cooling technology has been widely used in modern thermal power now. This study based on the actual conditions and the local meteorological conditions of the TLT and HBW thermal power plan. With the purpose of optimization calculation, the economic and technical of direct air cooling and indirect air cooling were analyzed. According to the different parameters of the steam condenser cooling area and the prevailing wind direction wind speed of the air-cooled unit of each scheme, the summer capacity and economy were analyzed to seek the best cooling schemes for the thermal power plan.
