陕南循环发展动力机制研究 　　摘 要： “十二五”时期，陕西省委省政府提出了陕南循环发展的区域经济社会发展战略，这是对陕南未来经济社会发展的准确把握和科学定位。循环发展是经济发展方式的根本性转变，涉及理念的变革、模式的转型、路径的创新，是一种综合性、系统性、战略性的转变。思想是行动的先导，思想认识是基础，观念转变是根本，在推进陕南循环发展过程中，必须注重思想解放和观念更新，重视循环发展中思想动力机制的形成与完善。政府决心、企业责任和群众意识是推进陕南循环发展的三大思想动力。 　　关键词： 陕南； 机制； 思想动力； 循环发展 　　中图分类号：F207 文献标识码： A 文章编号： 1673-9973（2014）02-0114-04 　　Research on the Dynamic Mechanism of Cycle Development of Southern Shaanxi 　　XIONG Xiao-qing ， WU Shi-liang ， JIANG Xing 　　（Party School of CPC Ankang Municipal Committee， Ankang 725000， China） 　　Abstract： During “Twelfth five-year” period， the Shaanxi provincial government puts forward the cycle development of regional economic and social development strategy， and this is accurate grasp of the future economic and social development in southern Shaanxi and scientific positioning. Cycle development is a fundamental shift in the pattern of economic development， involving the concept of change， the transformation of mode， path of innovation， is a comprehensive， systematic， and strategic change， which requires guarantee of the transformation of policy supporting， system innovation， the cadre assessment and appointment of comprehensive measures. Thought is the guide of action， while thinking and understanding is the foundation of conceptual change. In the process of promoting circulation development in southern Shaanxi， we must pay attention to the thought liberation and updating conception as well as attaching great importance to the cycle development of dynamic mechanism. The government is determined to advance corporate responsibility and consciousness of the masses. 　　Key words： southern Shaanxi； mechanism； mind power； cycle development 　　“十二五”时期，陕西省委省政府提出“陕南循环发展”的战略要求，这是对陕南未来经济社会发展目标的准确把握和科学定位。循环发展是一个系统工程，涉及政治、经济、文化、社会、生态等各个领域，包括领导决策、政策引导、产业构建、科技支撑、企业运营、文化引领、社会参与、区域协调等各个环节，需要统筹考虑。思想是行动的先导，没有思想上的统一，就不能形成发展共识，无法凝聚发展力量。我们认为，政府的循环发展决心、企业的循环发展责任、群众的循环发展意识，是陕南循环发展的三大思想动力。 　　一、政府决心是循环发展的政策聚合力 　　陕南循环发展，必须依靠政府主导和政策上的强力推进，建立和完善各项法规、制度和体制机制，为循环发展提供完
