重庆构建功能性金融中心框架设计与路径选择 　　摘 要：基于构建金融中心的功能性需求，重庆市金融中心建设的目标应定位为：建设以重庆为核心，辐射西南及长江上游地区，集金融结算中心、金融产业中心、金融市场中心、金融风险管理中心为一体，以集聚与辐射功能为核心，以清算与结算、经济结构调整、价值发现与风险管理四大功能为重点，以金融创新、信息集散、资产重组、普惠金融等功能为补充的国内重要功能性金融中心；应重点发展要素市场、结算金融、物流金融、直接金融、普惠金融和保险金融；金融中心建设应当选择早期政府主导培育，中期市场推动发展，后期混合驱动成熟的路径。 　　关 键 词：功能性金融中心；金融功能需求；路径选择 　　中图分类号：F830 文献标识码：A 文章编号：2096-2517（2017）02-0024-08 　　Framework Design and Methods Selection for the Establishment of Functional Financial Center in Chongqing 　　Tang Yifu， Yao Ling 　　（Chongqing Xingnong Guarantee Group， Chongqing 401121， China） 　　Abstract： In accordance with the functional demands for establishing financial center， the establishment of financial center in Chongqing should be targeted at centering on Chongqing and radiating Southwest China and upper reaches of the Yangtze River， integrating the functions of financial settlement， financial industry， financial market， financial risk management， centering on the functions of integration and radiation， highlighting the functions of clearing and settlement， economic structural adjustment， discovering values， and risk management. The center should also focus its supplementary functions such as financial innovation， information distribution， asset relocation and inclusive finance. The center should highlight the development of production elements market， settlement finance， logistics finance， direct finance， inclusive finance and insurance finance. The early stage establishment of the center should be primarily guided by the government， middle stage establishment should be driven by the market， and later stage should be driven by integrated forces. 　　Key words： functional financial center； financial function demand； selection of methods 　　一、引言 　　?S着国际分工的深化和世界市场的形成，国际及地域间金融服务需求推动了纽约、伦敦、香港、新加坡、上海等国际金融中心的形成（郑旷，2014）[1]。这些实例表明：金融中心是金融活动高度集聚的区域，能够充分高效地满足经济发展对金融服务的需求，能够极大推动所在城市的经济加速发展（李讯雷，2016）[2]。 从国内外金融中心形成的动力机制来看，金融中心主要有自然形成与政府推动两种发展模式。前者遵循经济决定金融的发展规律，即：经济的高速发展产生旺盛的投融资需求，进而形成对金融的需求，推动金融市场的发展，进而促进金融中心的形成与发
