我国卫生计生领域社会信用体系建设现状与发展探讨 　　[摘要] 卫生计生领域信用体系是我国社会信用体系建设的重要组成部分。本研究通过分析国家卫生计生信用信息网建设情况，发现现阶段我国卫生计生领域信用体系建设存在信息平台有待完善以及社会、市场角色缺位等问题，并从多中心理论和信用经济学理论视角剖析其产生的原因。建议在政府层面应加强信用信息风险管理、联合惩戒制度建设等。此外，还应充分发挥社会和市场两大主体的作用，促使卫生计生领域信用体系不断的完善。 　　[关键词] 卫生计生领域信用体系；多中心理论；信息经济学理论 　　[中图分类号] R197 [文献标识码] A [文章编号] 1673-7210（2017）04（b）-0168-05 　　[Abstract] The credit system in the field of health and family planning is an important part of the construction of social credit system in China. Through the analysis of the national health and family planning credit information network construction， at the present stage， finds that there are some problems in the construction of credit system in the field of health and family planning in our country， such as the health information platform to be improved， the absence of social and market roles. Meanwhile， the study analyzes the causes of the problems with the perspective of polycentric theory and credit economics. Findings suggest that credit risk management should be strengthened and the disciplinary system should be constructed at the government level. In addition， full play to the role of the two main bodies of the society and the market should be given， so as to promote the continuous improvement to the health and family planning sector credits system. 　　[Key words] Credit system in the field of health and family planning； Polycentric theory； Information economics theory 　　信用是整个市场经济的基石，已成为现代文明的重要基础和标志。信用的发展已深深根植于现代市场经济发展规律中[1]。当前，我国正处于社会主义市场经济的完善阶段，十八届三中全会提出“建立健全社会信用体系，褒扬诚信，惩戒失信”。2014年国务院印发《社会信用体系建设规划纲要（2014-2020年）》（国发[2014]21号），部署社会信用体系建设，构筑诚实守信的经济社会环境[2]。我国社会信用体系建设进入全方位、多行业、快速发展的阶段，各行各业正稳定、有序地推动行业信用体系建设，卫生计生领域社会信用体系建设是我国社会信用体系建设的重要组成部分，也是当前深化医改和今后卫生计生事业发展的迫切需要。国家卫生计生委作为第一批社会信用体系试点单位，已建成国家卫生计生委信用信息网，依托此平台开展卫生计生行业的信用体系建设。 　　1 我国当前卫生计生领域信用体系建设现状分析 　　1.1 政府层面 　　当前，按照优良信用记录和不良信用记录共建共享工作安排，国家卫生计生委作为第一批试点单位，已于2015年底完成国家卫生计生委信用信息管理平台1期项目建设，从国家层面建立了国家卫生计生委信用信息网[3]；在地方层面上选取了社会信用体系建设开展较早，并具有良好的信息化建设基础的北京、辽宁、浙江作为卫生计生信用信息管理平台试点省市。 　　国家卫生计生委信用信息网投入使
