省际民族聚居区地方政府间横向合作和协调机制建设浅析 　　摘要：我国省际民族聚居区多数经济发展滞后，面对着区域经济一体化发展趋势以及地方政府面临的压力和挑战。要实现抱团发展，破解发展瓶颈以及地方政府横向合作的“中国困境”，应从中央政府和地方政府成立“区域协调管理机构”、发起和鼓励成立跨区域行业组织、建立规范科学的地方政府官员绩效评价体系和行为约束机制、设立区域合作试验区几个方面加强省际民族聚居区地方政府间的横向合作与协调机制建设，进行资源整合，实现合作共赢。 　　关键词：省际民族聚集区；地方政府；横向合作；协调机制 　　Analysis on the Construction of the Horizontal Cooperation and Coordination Mechanism among the Local Governments in the Inter-provincial Boundary Inhabited by Ethnic Minorities 　　YAN kai， HUANG yu 　　（Tongren Polytechnic College， Tongren， Guizhou， 554300， China） 　　Abstract： The economic development in most of inter-provincial boundary minority areas in China have been lagging behind， with the development trend of regional economic integration and the pressures and challenges local governments faced，in order to achieve overall development， to break the development bottleneck and the “Chinese dilemma” of horizontal cooperation between local government， to strengthen the construction of the horizontal cooperation and coordination mechanism among the local governments in the inter-provincial boundary inhabited by ethnic minorities for achieving resource integration and win-win cooperation，it should be did from these aspects such as the central government and local government establish “regional coordination and management organization”， launching and encouraging the establishment of cross-regional industry organizations， setting up normative and scientific performance appraisal system and behavior restrict mechanism of the officials in the local government，setting up regional cooperation testing area. 　　Key words： Inter-provincial boundary minority areas， Local government， Horizontal cooperation， Coordination mechanism 　　2015年，我国确立了到 “十三五”末即2020年末，确保农村贫困县全部摘帽，解决区域性整体贫困。在扶贫攻坚主战场的14个集中连片特困地区中，武陵山区、乌蒙山区和滇桂黔石漠化区是我国典型的省际民族聚居区，少数民族众多、经济发展落后。省际民族聚居区山水同源、血脉相连，资源禀赋和经济结构相似程度高，要实现快速发展，地方政府要充分依托国家区域性扶贫战略，加强横向合作，实现整体抱团发展。地方政府横向合作与协调是指不同地区的地方政府在发展经济过程中，对能够实现合作共赢、互补长短的领域进行横向合作，在存在利害冲突等不利局面时进行沟通协调。 　　一、省际民族聚居区地方政府间横向合作
