However, all works of life keep their eyes on campus incidents which happened in primary and secondary schools as well as kindergartens, and pay less attention to those happened in colleges and universities. In China, laws has not explicitly stipulated whether universities should undertake corresponding obligations, in addition, there are little doctrinal discussion as well as no clear and systematic guiding principles when some relevant cases are handled in the jurisprudence of China. Thereof, it is necessary to discuss and study obligations of safety and guarantee of colleges and universities. Aside the introduction and conclusion, this paper is divided into four chapters, the main content of each chapter is as follows: The first chapter introduces features and content of obligations of security of universities. This chapter firstly defines the concept of obligations of safety and security, and clarifies that colleges and universities are within the scope of subjects of obligations of safety and security, and also fully elaborates features and main content of obligations of safety and security which are undertaken by colleges and universities, the special legal subjects. The second chapter comparatively inspects theoretical basis of obligations of safety and security of colleges and universities both in China and America. This chapter firstly analyses the process of historic development of theoretical basis of obligations of safety and security undertaken by American colleges and universities, combined with the reality of development of colleges and universities over the past century in China, and analyzes the theoretical basis of obligations of safety and security, which China demands colleges and universities to
