宁波市区域医疗信息平台建设及医疗服务协同推进的策略的研究 　　[摘要] 医疗卫生信息化是我国信息化社会发展的一项重要内容，也是新医改的重要支撑。本文以宁波市为例，调研宁波市区域医疗信息平台建设的现状，通过分析，认为平台存在信息集成度低、各卫生机构之间协调性差、信息安全和法律保护问题有待解决、基层信息化程度弱、经费投入结构不合理、还未形成可持续的商业模式、社保卡功能单一等问题，提出应由政府主导做好顶层设计与项目控制、加快数字化医院建设和完善标准、从技术层面和法律层面提升平台的安全与可靠性、建立可持续的商业模式、逐步改变医疗服务管理体制、统一身份识别并完善社保卡功能等建议。通过以上研究，促进宁波市区域医疗信息平台的完善及医疗服务协同体系的推进，并为我国其他地区提供参考。 　　[关键词] 区域性；医疗信息；互联互通；协同医疗 　　[中图分类号] R197 [文献标识码] A [文章编号] 1673-7210（2017）09（b）-0161-05 　　Research on regional medical information platform construction and collaborative medical service promotion strategy in Ningbo City 　　ZHAO Jing 　　Business School， Zhejiang Pharmaceutical College， Zhejiang Province， Ningbo 315100， China 　　[Abstract] Medical information is an important part of the development of Chinas information society， but also an important support for the new medical reform. This article takes Ningbo City as an example， investigates the current construction situation of Ningbo regional medical information platform， after analysis， it is considered that the platform has low information integration， poor coordination between health institutions， information security and legal protection issues remain to be resolved， low level of informatization of primary institutions， irrational investment structure， has not yet formed a sustainable business model， social security card function single and other issues， proposes that the platform construction should be led by the government and the government to do top-level design and project control， speed up the construction of digital hospitals and improve the standard， from the technical and legal aspects to enhance the safety and reliability of the platform， establish a sustainable business model， change the medical service management system， unify identity and improve social security card function and other recommendations.
