PAGE PAGE 20 下岗职工再就业的障碍因素及其对策 摘 要 随着企业改革、技术进步与产业结构调整的逐步深入，下岗职工日渐增多。能否妥善解决下岗职工的就业问题，不仅关系到国有企业改革的成败，而且还会影响整个社会的稳定和经济的持续发展。因此，下岗职工再就业问题已成为当前我国社会生活中一个需要迫切解决的问题。 失业和再就业问题是长期困扰世界各政府的一个重要因素。由于经济危机造成的经济衰退，导致很多企业开始实施裁员来“御寒”更加使就业变得十分严峻。而拥有13亿人口的还处于发展中国家的我国来说，失业问题已成为21世纪经济发展的最大挑战。更好的解决失业问题是当今的热门主题，研究下岗职工再就业问题有实际意义。 在查阅了大量有关下岗再就业文献资料的同时，做了实地调研。研究发现，造成下岗再就业困难的原因是： 就业空间障碍，心理素质障碍，体质依恋障碍，社会支持障碍等；基于上述分析，本文提出了治理下岗再就业问题的政府调控对策。包括：加强职业培训，注意公益性岗位就业信息，勇于参与市场就业，勇于自谋职业和自主创业等。? 关键词：岗职工；再就业；障碍；对策 Abstract With the reform of enterprise,?technological progress and?the adjustment of industrial structure?gradually,?increasing number of?laid-off workers.?Can properly?solve the employment problem?of the laid-off workers,?not only to the?success of the reform of state-owned enterprises,?but also affect?the sustainable development of the wholesocial stability and economic.?Therefore,?an off-duty workers again obtain employment problem?has become Chinas current?social life?a urgent problem to solve.
