The Third Plenary Session of the 18th Central Committee of the CPC proposed to realize “the modernization of the national governance system and capacity”, which guides the local governments to improve governance mechanism and strengthen grassroots social governance. The modernization of the national governance system and capacity includes social governance system and capacity modernization, with a feature of good governance. Probing into the new situation caused by local social governance innovation from the view of good governance theory has both significant theoretical value as well as instructing meaning. On the basis of three latitudes of governance by virtue，governance by law , autonomous governance, This article points out the position of Three Governance in social governance, proposes the operation mechanism, makes research on social governance mode combined of governance by virtue， III governance by law , autonomous governance (Three Governance mode for short), analyses relevant situations and puts forward complete strategies and measures. The first part of the article mainly introduces the research backgrounds and significances, the present foreign and domestic research survey, the main contents, key and difficulty, points out the research methodology.
