摘 要 数字化城市管理是集信息技术、移动通信、地理编码及视频监控等技术城市 综合管理新模式，实现了城市执法管理流程化、地域区间细化、城市构件编码、 责任主体明确等城市综合执法管理，以任务驱动管理流程，以监督中心和指挥中 心为系统平台轴心管理机制，从而实现了城市区域全覆盖、高效、定位精确、全 时域管控等数字化城市综合执法管理，能使政府等职能部门提高执法效率、职责 明确、分工清晰、案件反馈及时、迅速出警、综合评价等联动性的城市综合执法 系统平台。 本文具体研究内容涉及如下几个方面： 1、首先研究了国内外数字化城市管理的模式、业务模型、业务流程、管理要 素等城市综合执法规范体系、系统结构、平台运行机制等； 2、基于地理信息 GIS 规划城市管理构件，提高城市数字化管理效率； 3、采用大型数据库 ORACLE 实现管理城市管理中的案件数据分类、统计、 评价分析； 4、提出了信息化管理城市执法系统平台网格化总体设计结构，并以此构建了 各个职能协调统一执法的城市综合管理系统平台； 5、各个子系统建设中体现了多层软件体系结构，任务驱动流转于各个子系统； 6、根据城市管理中的需求，该系统平台技术结构上实现了案件驱动、多系统 协调平衡、实时动态管理的系统平台。 关键词：城市管理信息化，工作流， 网格，移动信息，视频监控 ABSTRACT Digital city management is a new mode of the information technology, mobile communication, Geographic Encoding and video monitoring technology of city management, the city law enforcement management process, regional interval refinement, city member code, the main responsibility clear city comprehensive law enforcement management, driven by the task management process, to the supervision center and the command Center for the system platform axis management mechanism, so as to realize the full coverage of city area, efficient, accurate positioning, time control, digital city management of integrated law enforcement, the government departments to improve the efficiency of law enforcement, clear responsibilities, division of labor is clear, timely feedback, quickly out of the case, a comprehensive evaluation of the linkage of the city comprehensive law enforcement system.
