II II Abstract In recent years, with the development of the medical and health system and the regional health information technology, the construction of Health Archive of Citizen continues to make progress. It builds a good environment for realizing of the cultural value of Health Archive of Citizen. Then the awareness on the health care of citizen and the requirement of the services has been increased day by day. Being in a transitional period, our country has taken profound changes in society. But the difference of economic development level of all regions is fairly big, the transformation of industrialization, urbanization, aging population, the disease spectrum and the environment constantly bring great challenges to the of health people. Overall, Health Archive in the country developed rapidly with impressive results, but there are still many parts of the china in different level. We need more research on theory and practice for realize the cultural value of Health Archive of Citizen. At the same time, the cultural value of Health Archive had not yet noticed enough by citizen. So this paper analyzed the present situation of the construction of Health Archive of Citizen, then found out the problems in this process, to put forward advises to its construction. That contributed to the realizing of the cultural value of Health Archive of Citizen. This paper based on the theory of cultural value both in Philosophy and Archival Science holds that there have two principles for the realizing of the cultural value of Health Archive. First, we should to dear people around us, respect its value as a human being. That is to say, we need to respect people?s self-esteem, self-confidence, and privacy in life, to have scientific value of Health Archive.
