万方数据 万方数据 万方数据 万方数据 摘 要 本文系统梳理了职能、政府职能、道路运输管理职能、职能关系、职能转变、 职能重心、职能定位等概念，这些概念是本文研究的出发点和基础；政府与市场 关系、政府与企业关系、政府与社会关系、政事关系等职能关系，是研究政府职 能、勘定政府职能边界必须厘定的几个理论问题，理所当然也是研究道路运输管 理机构职能必须回答的问题，对这些问题的阐述构成本文研究的理论支撑；行政 职能、行政体制等的构建是可以借鉴的，所谓他山之石，可以攻玉，因此，本文 也对国外道路运输管理机构的职能进行了介绍；历史是一面镜子，今天道路运输 管理机构的职能是从过去发展过来的，因此，要想搞清楚今天我国道路运输管理 机构职能及其转变，不能不说一说我国道路运输管理机构职能的历史沿革；道路 运输管理机构的职能范围、职能关系、职能重心、职能方式、职能配置等构成了 道路运输管理机构职能的理论研究所关注的重点和范围，也是理论上莫衷一是的 领域，因此，对这些问题的研究构成了本文研究的重点和亮点。 通过认真研究，本文主要取得了以下研究成果：通过对职能关系的分析，对 道路运输管理机构职能在不同标准下的分类，从而较为清晰、全面地交代了我国 道路运输管理机构职能的范围；较为清晰地勾画了我国道路运输管理机构职能发 展的历史脉络；明确指出了我国现阶段道路运输管理机构的重点职能，并进行了 较为深入的分析；提出了道路运输管理机构职能配置的设想；对职能方式的转变 也提出了自己的观点。 关键词： 道路运输，管理机构，职能转变，职能配置 i Abstract The paper will explain systematically the definitions of function including government functions, road transportation management, the relation of function, functional transformation, the center of function. The paper based on these definitions to research. The relations between government and market, enterprise, society and politics, which are theoretical issues of researching government function and statutory functions of the government boundaries ,also it must be answered to the issues of researching road transportation management institution, which are supporting to research the paper. The construction of administrative function and system can be referenced, therefore the paper also explain the foreign function of road transportation management institution. Today’s functions of road transportation management institution develop on the past, so if wanting to know today’s function of road transportation management institution and changing, we must learn the history of this function in China. The functions’ scope, center, relation and way of function consist of the theory researching of this function forcing on key point and scope, also it is a occupation unable to agree in theory.
