摘 摘 要 Abstract Abstract I I II II 摘 要 建设服务型政府是我国政府转变的目标和方向。目前我国正在建设和谐社会，关键 的一点就是行政体制改革，实现政府职能由管制型向服务型转变，真正建设成服务型政 府。建设服务型政府意义重大。首先，建设服务型政府是应对加入 WTO 的需要。为了和 国际规则接轨，我们必须要改革我们的政府模式，进行行政审批制度改革，大量削减行 政审批程序，提高行政效率。其次，建设服务型政府是完善市场经济体制的需要。要建 立完善的市场经济体制就必须改革过去的以经济建设型为主的政府模式，建设一个服务 型政府。政府的主要作用应该是为企业发展创造宽松和公平的市场环境。再次，建设服 务型政府是构建和谐社会的需要。服务型政府有助于缓解经济社会发展中出现的各种利 益矛盾，缓解各种差距问题。 当前我国服务型政府建设取得了一定实效，但也存在很多难题，如政府管理职能不 到位，行政效率低，干部考核体系不完善及公务员整体素质不高等。针对以上难题，本 文分析造成问题的种种原因，提出一系列有效解决对策。树立全新的行政理念，从思想 上树立为人民服务的意识。通过加强思想建设和完善公务员培训制度等以提高公务员的 整体素质。通过扩大评估主体范围、改善评估方式方法和完善相关法律、规章制度来完 善绩效评估体系。为适应信息时代的特点，实现电子政务，更好的降低行政成本，提高 行政效率，推进政府职能转变。最后，通过完善问责主体，扩大问责范围和完善问责法 律制度等完善行政问责制度，有效监督政府的工作，形成勤政廉洁的执政氛围，有效推 进政府职能转变。 关键词 我国政府 服务型政府 政府职能 政府建设 Abstract The construction of a service-oriented government is changing the goals and direction of our government.
