ABSTRACT With the scale of public utilities in China, how to give full play to the good social benefit and economic benefit, utility to achieve its role in the social harmony and sustainable development is one of the important problem facing public utilities. The current discussion of surrounding utilities focus is how to more regulation, private system reform, the price hearing system and so on, these involve social response to its evaluation, social impact assessment applied to utility policy research began in the 1980 s, but more for the public utilities project or a single policy, lack of systematic analysis and normative research to establish public utilities policies of social impact assessment system and method. To this, this paper through the literature review, and to establish the logical mapping to study the utility policy connotation and the characteristics of social impact evaluation, it is concluded that utilities policy social influence to social justice, public welfare, the uniqueness of the dynamic, comprehensive, follow the principle of feasibility, and to establish the utility of guiding policies of social impact assessment index system and evaluation method.
