However, the freight overloading, which appeared in 90s of last century, has been severely limiting the road transport service, and the failure of administration made the overloading not only a transport problem but also a social one. Using the related theories of economics and management science, and doing the quantitative, comparative and positive analyses, this research thoroughly studies the reasons, harms and characters of the freight overloading. Meanwhile, basing on the advanced overloading administrative experience in developed countries and the positive study on the problems in Heilongjiang, this research presents the detailed measures to solve the overloading problem in road freight transport. The results show that the overloading leads to the following harms: causing excess exterior cost, disrupting the market order, making taxes losing, resulting in the public trust crisis to the government since the failure of ruling the overloading. The reasons of overloading lie in: the irrational charge and tax system, dysfunction of regulating price, the nature of pursuing profits in the transport industry and the unreasonable market structure etc. Comparing with the advanced overloading administrative experience abroad, the ways in our country have the following disadvantages: no effective punishing rules and laws, the power decentralization and confusing responsibilities in executing the laws, the lagging and ineffective methods in executing laws, lacking long-term administrative system, the corruption in administration and misconceptions in administration.
