风险管理在通信工程项目中的应用 ［ ］风险管理是项n管理九大知识体系的重要组成部分之一，对项n的顺利实施和成功 交付起到重耍作用。研究通信项口的风险分析与管理可以帮助工程设计人员和管理人员采取 正确的方法、有效的措施来预防通信工程建设过程中川?能出现的种种风险，或根据风险计划 规避风险或最人程度降低风险带来的损失。m吋，通过风险管理研究，可以总结经验，归纳 出对通信工程经常会遇到的风险问题的应对方法，对后续项目建设的风险管理活动具有现实 指导意义。本论文在简要介绍项目管理相关概念的基础上，对风险管理知识体系进行说明。 针对通信项口的特点，结合风险管理知识及多年通信项口设计经验，总结通信风险管理常规 流程及主要风险事件，并对其进行规划、识别、评估，提出风险应对计划和处理监控方法。 以某光缆传输骨干m项目为具体实例，采用先进的风险管理软件进行风险评估，提出风险监 控的手段和应对措施。最后对通信项目风险管理中的要点和难点进行总结。 ［关键字］项目管理风险管理风险评估风险处理与监控 RISK MANGEMENT IN TELECOMMUNICATION PROJECT [Abstract] One of nine big knowledges of project management is the risk management,which as vital role to project implementation and successful completion. The research of communication project risk analysis and the management may help the engineering design personnel and the administrative personnel adopts the correct method, effective measure prevets all sorts of risks which in the construction process possibly appears, or dodges the risk according to the risk plan or reduces the loss which the risk brings. At the same time, through the risk management research, may sum up working experiences and the method of risk management in telecommunication projects, has the reality instruction significance to following project. This paper will in the brief introduction the concept of project management, will carry on the explanation to the risk management knowledge, including risk management origin and development, risk definition,classification of risk and risk management main process and method. We take an optical transmission backbone network projects as an specific example. We use the relevant risk management software, make risk identification and assessment and propose methods for risk monitoring and response measures. Finally，we summary the difficulties and main points in project risk management.
