輔導農田水利會業務改進研討會．2005.11.25 ．台北 輔導水利會業務改進新方向之探討- 企業化與公司化營運 農業工程研究中心 兼任研究員 柯海生 摘要 臺灣自來水事業早在民國六十二年(即距今三十三年前)已經全面公司化，因而 能够 順利推行企業化經營。政府正苦思良策，改善水利會營運，降低經營成本， 而逢黔驢技窮之際，参考自來水公司經驗，將水利會公司化，應可以達到企業化 經營的目的。這是本文經過二年半的探討，分析十年來的農田水利事業營運改進 計畫的執行得失，參考最近政府輔導水利會之動向，所得之總結論和建議。以目 前政治及社會環境下，這是近期內尚難以被接受的建議；當政府財政繼續惡化， 水利會變賣財產營生已到山窮水盡時，水利會才可能回頭嚴肅考慮這個建議。 關鍵字：世貿組織、多角化經營、企業化、公司化、單變量回歸統計分析、 多變量回歸統計分析、水利會、自來水公司、投資事業、經常門、資本門。 Abstract The public water supply utilities (PWSU) of Taiwan were integrated into an entrepreneurial corporation in 1973, i.e. 33 years ago as of now. This integration enables PWSU to be operated on a full entrepreneurial basis without difficulties. The Government’s agency in charge of improving the operation of irrigation associations (IAs)， the Council of Agriculture (COA)， has encountered the bottleneck in resolving the problems of financial difficulties for IAs. Probably, it is the time for COA to consider integrating all IAs into one or several irrigation corporation(s), by which the ideal of entrepreneurial operation of irrigation utilities in Taiwan might be able to be realized. This is the general conclusion and recommendation reached based on two and a half years’ study on “the Project of Guidance and Assistance in Improving the Operation of IAs in Taiwan”, together with reference to the tendency of the latest Government’s operation strategy on IAs. This recommendation might be extremely difficult to be accepted in the existing political and social status of Taiwan.
