摘要电价改革是电力体制改革的重中之重，有效发挥电价的杠杆作用 摘要 电价改革是电力体制改革的重中之重，有效发挥电价的杠杆作用 有利于调节电力供需矛盾，优化配置资源，促进电力产业在国民经济 中的基础性作用的发挥。 在电力工业体制改革和放松管制的过程中，原有的集中统一管理 包括发、输、配电环节于一身的电力公司将逐渐实行厂网分开、竞价 上网，逐步转变成以输电为主的电网经营企业。在这种环境下，输电 电价的合理确定不仅对于长期在计划经济体制和国家管制下运行的 电力公司是一个崭新的课题，而且对于电网经营企业的生存和可持续 发展也具有十分重要的意义。 本文首先回顾我国电价机制形成的历史沿革，结合定价理论及定 价策略的研究，分析了我国目前电价形式对企业行为的影响及对资源 配置的作用，同时分析了我国目前电价形式存在的主要问题，并以华 中电网为研究对象，国外模式作为背景，进行了实证分析及比较研究， 最后结合分析巴西电力市场和电价改革模式，提出了我国深化电价改 革的建议和配套措施。 关键词 电价改革，杠杆作用，定价策略 ABSTRACTThe ABSTRACT The electric price is the most important part of the reform of electric power industry，and Magnifying the lever effect of the electric price is propitious to the regulation of the inconsistency between electric providing and supplying，optimize the energy resource configuration and facilitating the foundational function of the electric industry in the economy domain of the country． As the progress of the management system reform of electric power industry，polices of”Power stations disjoin from networksand’’Supply power by competitive prices¨are applying in to practices．The original electric power companies to centrally manage all power supply functions including electric power generation，transmission and distribution will be reformed into the enterprises only managing electric power transmission networks，step by step．In this business environment，how to determine the transmission price is new problem to the electric power companies that operate under govemment control in plan economy system for long years．It is also very significant to the survivorship and durative development of enterprises managing power networks By looking back the forming history of the electric price in China and the researching of price—determine theory and policy，this paper analyses the affection of electric price on the behavior of the power companies at present and the primary problem of the electric price is also proposed． The demonstration analysis of this paper is carried out with the investigation object of“Middle-China
