In the mean time, Henan province’s Ecological Environment Resource Efficiency is decreasing, while all other sectors’ rates are increasing, and so lead to an overall increase of Land Resource Efficiency. The end result is positive, but still raises our concern that in pursuit of economic and social development, Henan must also pay attention to environmental protection, so as to raise the Ecological Environment Resource Efficiency of land use. 5. Deviation-coefficient of industrial structure and land use structure refers to the absolute value of difference between the rate of changes for those two structures. The greater the deviation of coefficient, the larger the gap between the industrial structure and land use structure, and vice versa. In the case of Henan province, the value increased from 1.4 to 12.07 from 2002 to 2009, and indicates that Henan Province’s industrial structure is changing in a greater speed than its land use structure. This implies further that Henan’s Land Resource Efficiency is optimizing gradually, and economic benefit, social benefit and ecological benefit from utilizing the land resource are all developing in a coordinated manner.
